在本次人大會上楊建明常委提出了《關于產業園運營產業鏈》的建議，主要有二點：一、建議市委市政府加大引導產業園運營商往“專、精、特、新”的產業鏈運營，二、建議市委市政府加大扶持小微企業做大、做強，加快晉江市產業轉型升級，從而成為晉江經濟新的增長點。本次政府報告中也提到引導“專、精、特、新”小企業的發展方向，向專業的產業園聚集。
